A U.S. embassy security official in the Dominican Republic has been accused of masterminding a bold international drug smuggling operation—using his diplomatic position to traffic cocaine into New York City disguised in duty-free shopping bags.

According to a newly unsealed indictment, 35-year-old Jairo Eliezer Arias Caceres allegedly used his access and credentials as a security guard to smuggle bricks of cocaine hidden inside Johnnie Walker whisky boxes, cartons of Marlboro cigarettes, and even Choco Pie snack containers. The smuggling reportedly took place between April and December 2023.

Federal prosecutors say Arias Caceres wasn’t working alone. He allegedly recruited couriers, paid for their airfare, and personally guided them and their drug-filled luggage through airport security checkpoints—abusing his trusted embassy role to bypass screening.

This week, U.S. Homeland Security agents arrested and extradited him from the Dominican Republic to face justice in Manhattan federal court.

Arias Caceres has been charged with conspiracy to import cocaine, a serious offense that carries a mandatory minimum sentence of 10 years in prison and could result in life behind bars if convicted.

Federal officials didn’t mince words in their condemnation of the alleged scheme.

“While Arias Caceres was supposed to be protecting our diplomats and embassy staff from danger, he was allegedly busy endangering New Yorkers by pumping illegal drugs into our community,” said U.S. Attorney Jay Clayton in a statement.

The case has been described as a staggering breach of public trust, especially given Arias Caceres’ position within a U.S. diplomatic mission.

The investigation is ongoing, and authorities have not yet announced whether additional individuals may be charged in connection to the smuggling ring.
