In a dramatic escalation of federal power, President Donald Trump has declared legal war on the City of Los Angeles, suing the city and its top leaders for what his administration calls a “deliberate rebellion” against federal immigration laws.

The Justice Department filed the lawsuit Monday against Los Angeles Mayor Karen Bass, the city council, and the city itself, accusing them of enacting sanctuary city policies that “obstruct and discriminate” against federal immigration enforcement. The suit comes on the heels of mass protests that swept the city following a controversial series of ICE raids and a surprise military deployment.

Trump Deploys Troops Without Warning

The backdrop to the lawsuit is an increasingly volatile standoff between federal and local authorities. Earlier this month, Trump ordered thousands of California National Guard troops—and, shockingly, U.S. Marines—into Los Angeles without the knowledge or approval of California Governor Gavin Newsom or Mayor Bass.

The move was widely condemned by civil liberties groups and Democratic lawmakers as an unprecedented abuse of power. Protesters flooded downtown Los Angeles and parts of East L.A., demanding an end to the ICE raids and denouncing what they described as a federal occupation.

“We weren’t warned, we weren’t consulted—and we certainly didn’t ask for this,” Governor Newsom said in a televised press conference. “This is a grotesque overreach.”

The Lawsuit: A Direct Assault on Sanctuary Policies

According to the DOJ, Los Angeles is in violation of the Constitution’s Supremacy Clause for refusing to cooperate with federal immigration authorities. The lawsuit argues that the city’s policies—such as denying ICE agents access to detainees and city property, and prohibiting contractors from sharing information—“intentionally discriminate” against federal law enforcement.

Attorney General Pam Bondi, handpicked by Trump earlier this year, defended the lawsuit in harsh terms.

“Sanctuary city policies are lawless, reckless, and deadly,” Bondi said in a DOJ press release. “What we saw in Los Angeles was chaos directly caused by leaders who decided that protecting undocumented immigrants was more important than upholding the law.”

Bondi called the protests “an explosion of anarchy” and blamed Los Angeles officials for “choosing ideology over safety.”

Critics Fire Back: ‘This Is a Political Stunt’

But critics say the lawsuit and the military deployment are nothing more than political theater designed to rally Trump’s base in an election year.

“This is not about safety. It’s about fear,” said Rep. Jimmy Gomez (D-CA), who represents parts of central and northeast L.A. “President Trump is using immigrants, protestors, and even the U.S. military as pawns in a re-election strategy built on division.”

Civil rights attorney Erika Martinez, who is representing several individuals arrested during the ICE protests, called the situation “a constitutional emergency.”

“The federal government is punishing a city for refusing to be an arm of ICE,” she said. “That’s not law enforcement—that’s authoritarianism.”

Rising Tensions and an Uncertain Road Ahead

Protests have continued nightly across the city, with demonstrators demanding not just an end to ICE raids, but accountability for what they call the violent overreaction by federal forces. According to legal filings, dozens of protesters were hospitalized following clashes with DHS agents during the initial deployment.

A separate lawsuit filed last week by the ACLU alleges that the Department of Homeland Security used excessive force, tear gas, and rubber bullets on peaceful demonstrators, and that this chaos was later used as justification for the military escalation.

Meanwhile, Mayor Karen Bass has remained defiant.

“Los Angeles will not be intimidated,” she said in a statement. “We believe in due process, in human dignity, and in standing up to government overreach—no matter who’s in the White House.”

What Comes Next?

Legal experts predict a prolonged court battle. The DOJ is seeking a federal injunction to overturn L.A.’s sanctuary laws, which could set a national precedent. At the same time, civil liberties groups are preparing their own lawsuits over the troop deployment and protest response.

“This is more than a legal fight,” said UCLA constitutional law professor Arjun Dutt. “It’s a test of whether cities can resist being forced into complicity with policies they find morally and legally indefensible.”

With the 2026 midterms on the horizon, the lawsuit is likely to become a flashpoint in America’s ongoing war over immigration—and over the limits of presidential power.
