Toronto police are hunting for two suspects after gunfire erupted outside the United States Consulate early Tuesday morning in what authorities are now calling a potential national security incident.
Investigators say the shooting happened just after 5:30 a.m. on March 10 outside the diplomatic building in downtown Toronto. While multiple shots were fired at the facility, officials confirmed that no staff members or visitors were injured.
Deputy Chief Frank Barredo of the Toronto Police Service said officers responding to the scene found shell casings scattered outside the building and visible bullet damage to the consulate’s exterior.
“There were people inside the building at the time,” Barredo told reporters during a morning press briefing. “Thankfully, no one was injured. This remains a very active investigation and we are committing significant resources to identify the suspects.”
Witnesses reported seeing two individuals step out of a white Honda CR-V before opening fire with a handgun toward the building’s entrance. The suspects then fled the area in the same vehicle before police arrived.
Authorities have not yet released descriptions of the shooters.
Crime scene investigators spent hours combing the area Tuesday morning, marking bullet impacts and collecting evidence as officers secured the perimeter around the diplomatic site.
Canadian federal authorities quickly joined the investigation.
Chris Leather, chief superintendent with the Royal Canadian Mounted Police’s Ontario criminal operations unit, confirmed that the shooting is being treated as a potential national security case.
“At this stage we are investigating the incident as a national security matter,” Leather said. “There will be zero tolerance for intimidation, harassment, or violence targeting diplomatic missions or communities within Canada.”
Because the building represents official U.S. government property, the RCMP has also coordinated with American agencies, including the FBI, as investigators work to determine a motive.
The U.S. embassy issued a brief statement thanking Canadian authorities for their rapid response.
“We thank the Toronto Police Service for their quick action to protect our facility, staff, and visitors,” a spokesperson said.
The attack comes at a tense moment globally. Security officials acknowledged that diplomatic sites in North America have recently increased vigilance due to geopolitical tensions, including the ongoing conflict involving the United States, Israel, and Iran.
Still, investigators cautioned that it is far too early to connect the Toronto shooting to any international conflict.
“At this point we cannot speculate about motive,” Leather said. “Our focus right now is identifying the suspects and ensuring the safety of diplomatic missions across the region.”
In response to the incident, police confirmed that security has been heightened around foreign consulates and embassies in both Toronto and Ottawa as a precaution.
Officials are urging anyone with information — or anyone who may have seen a white Honda CR-V in the area around the time of the shooting — to contact investigators immediately.
