New memo exposes proposal that would force thousands into long wait times, strain agency resources, and disproportionately impact the vulnerable.

A newly uncovered Social Security Administration (SSA) memo warns that a proposed policy change—requiring online identity verification for benefit claims—could overwhelm the system and leave thousands of elderly and disabled Americans struggling to access their benefits.

The internal document, dated March 13 and signed by Acting Deputy SSA Commissioner Doris Diaz, outlines a controversial initiative aimed at curbing so-called “fraud risks.” The memo, first reported by Popular Information, acknowledges the changes would impose significant burdens on claimants who lack internet access or technical skills. These individuals would be forced to visit SSA field offices in person, a requirement that could bring the agency to a breaking point.

A System on the Brink

Under the proposed policy, SSA offices would need to process an estimated 75,000 to 85,000 additional in-person visits per week—an increase experts say the already overburdened system simply cannot handle. As of 2023, SSA field offices were averaging 119,000 daily visits, with appointment wait times stretching beyond a month in many locations.

“These offices are already understaffed and struggling to meet demand,” said Laura Henderson, a former SSA administrator. “Forcing thousands more people to show up in person without increasing staff or funding is a recipe for disaster.”

The memo highlights the potential for “severe service disruption,” “operational strain,” and “budget shortfalls.” Despite these warnings, the SSA has been directed to proceed with preparations for implementation.

Elon Musk’s Role in Government Restructuring

The timing of this proposal is raising alarms. The SSA is currently preparing to lay off up to 7,000 workers—more than 10% of its workforce—as part of sweeping federal agency cuts initiated by the Trump administration. The Department of Government Efficiency, a newly created task force led by billionaire and Trump ally Elon Musk, has already flagged dozens of SSA offices for closure.

Musk, who played a pivotal role in Trump’s 2024 reelection campaign, has aggressively pushed unsubstantiated claims of widespread Social Security fraud. However, a 2024 SSA inspector general report found that less than 1% of payments over a seven-year period were improper, and the vast majority of those errors were due to administrative mistakes, not fraud.

“The facts don’t support their argument,” said Senator Elizabeth Warren (D-MA). “This isn’t about fraud—it’s about dismantling a program that millions of Americans rely on.”

Backlash and Reversal?

Public outcry over the proposal has been swift. The Washington Post recently reported that SSA officials had considered eliminating phone-based claims entirely. However, after mounting pressure, the agency walked back that idea last week. Whether the latest identity verification proposal will suffer the same fate remains uncertain.

“This is just another example of how this administration prioritizes corporate interests over working families,” said Rep. Alexandria Ocasio-Cortez (D-NY). “We will fight this attempt to sabotage Social Security every step of the way.”

The SSA has yet to issue an official response to the leaked memo, but lawmakers and advocacy groups are already mobilizing against the proposed changes. With a Republican-controlled House, Democrats face an uphill battle in blocking further cuts.

For now, seniors and disabled Americans are left in limbo, wondering if their next Social Security check will come with new bureaucratic hurdles—or not at all.

We need honesty and integrity back in our government officials, and our representatives need to do what they were elected to do and not what needs to be done to line their individual pockets as has been the policies of our government over the past 20 years.

  4. Many seniors, who are entitled to social security benefits, do knot have access to computer nor the internet. They will be harmed by this.

  5. I want Trump to drain the Swamp and I like him cutting waste and fraud, but my daughter works at SSA and I don’t want her to lose her job. She is such a dedicated and hard worker that there are a lot of dead wood and non starter worker in SSA so I pray that the weeding – out process will take into consideration the ones that are the real work producers of SSA.

These people need to file taxes on what getting paid just like all the fake democrat supporter need to pay taxes on what they received.   7. I have been to a SSA office! There is a guy sitting at a desk whose Jobe is to point to a poster on the wall which reads. Take number! Other than that he does nothing.There were at least four people in the office. Only one was talking to people! The others were walking around aimlessly not even recognizing the numbers of people in the waiting room. These people are making a lot of money and have the best benefits and to be sure they aren’t killing themselves. This BS about the hard working federal employees is ludicrous. eliminate the guy sitting on his ass all day, leave the sign up, and get rid of two employees and you would get better results. These people complaining about the new rules are only afraid of doing a good days work. There is an old saying–The work is the same–It only expands over the number of people hired to do it!.

  8. I would welcome a valid id check! Your doctor could do it! With your age over 62+ you see the doctor 2 or 3 times a year. A police officer could do it and send your valid id check. The news that say it is hard is the same people that say it would be impossible to show your id when voting. About everywhere I go, they ask me for proof of id! What is the big complaint! Even the Democratic party requires ID if you get into their convention.
