Chilling body camera footage has emerged, capturing the violent and fatal beating of a handcuffed inmate by prison guards at Marcy Correctional Facility in upstate New York. The horrifying incident, which unfolded on December 9, is now under investigation by New York Attorney General Letitia James.

The disturbing video, released Friday, shows three correction officers repeatedly punching, kicking, and stomping on Robert Brooks, 43, while he was restrained in a medical exam room. Brooks, who was serving a 12-year sentence for first-degree assault, succumbed to his injuries the next day. The footage, which lacks audio, reveals a brutal assault that has sparked outrage across the state.

“My deepest condolences go out to Mr. Brooks’ family,” said Attorney General James at a press conference. “Releasing this video during the holiday season is not a decision I take lightly, but transparency is my duty to the public.”

The body camera recordings show Brooks—handcuffed with his hands behind his back—surrounded by officers in the exam room. Without clear provocation, three guards begin delivering a series of blows to Brooks’ face, stomach, and torso. Blood can be seen streaming down the right side of his swollen face as other officers stand by without intervening.

The violence continues for approximately 30 minutes. At one point, a guard appears to hold Brooks in a chokehold. Later, the officers strip Brooks down to his underwear, leaving him unconscious and limp on the exam table. Brooks was subsequently transported to Wynn Hospital in Utica, where he was pronounced dead from “asphyxia due to compression of the neck,” according to the Onondaga County Medical Examiner’s Office.

State corrections commissioner Daniel Martuscello III condemned the actions captured in the footage. “There is no excuse and no rationalization for a vulgar, inhumane act that senselessly took a life,” Martuscello said. He confirmed that 13 staff members have been suspended without pay, one has resigned, and termination proceedings are underway at the request of Governor Kathy Hochul.

“This was a killing, and people will be held accountable,” Martuscello added. “These individuals are not representative of the culture of DOCCS nor anything that DOCCS stands for.”

The Brooks family’s attorney, Elizabeth Mazur, decried the brutal attack. “As viewers can see, Mr. Brooks was fatally, violently beaten by a group of officers whose job was to keep him safe. He deserved to live, and everyone in Marcy Correctional Facility deserves to know they do not have to live in fear of violence at the hands of prison staff.”

Civil rights activist Rev. Al Sharpton called for criminal charges against the officers. “Their actions in this tape not only justify their firing but should merit appropriate criminal charges,” Sharpton said. “This horrifying assault underscores the urgent need for systemic reform.”

The incident has drawn comparisons to past cases of excessive force in correctional facilities. Experts say the release of the footage—albeit without sound—highlights the systemic issues in prisons, including the lack of accountability for guard misconduct.

The footage has also raised tensions within the correctional system. Officials in New York City increased security on Rikers Island, citing concerns over potential unrest following support for Brooks from members of the Gorilla Stone Bloods gang on social media. Notably, Brooks was not affiliated with the gang.

Attorney General James assured the public that her office is conducting a thorough investigation and has met with Brooks’ family to review the footage. Meanwhile, correction officers’ union leaders have condemned the attack, labeling it “egregious and repugnant.”

“Our hearts go out to the Brooks family during this painful time,” said Correction Officers’ Benevolent Association President Benny Boscio. “This incident is completely contrary to the values we uphold as correction officers.”

As investigations continue, the incident serves as a stark reminder of the need for oversight and reform within the prison system to prevent such tragedies from recurring.
