Six progressive Democrats voted against the passage of a $1.2 trillion bipartisan infrastructure bill on Friday after weeks of divisions within the party about the separate Build Back Better Act.
The bill passed the House of Representatives by a vote of 228 to 206 with 13 Republicans joining the majority of Democrats in approving the bipartisan framework.
The vote will be seen as a win for President Joe Biden, who negotiated the framework with a group of senators from both parties, and is now due to sign the bill into law as it had already passed in the Senate in August.
Despite overcoming the impasse in the House, Democrats failed to convince six of their members to vote in favor of the legislation.
The Democrats who voted “nay” were: Jamaal Bowman of New York, Cori Bush of Missouri, Alexandria Ocasio-Cortez of New York, Ilhan Omar of Minnesota, Ayanna Pressley of Massachusetts and Rashida Tlaib of Michigan.
Progressives had sought to link the bipartisan bill to the Build Back Better Act, which Democrats hope to pass through the budget reconciliation process. This would not require any Republican support but will need all Democratic senators to support the proposal in the evenly divided Senate.
Senators Joe Manchin and Kyrsten Sinema clashed with progressives over the initial $3.5 trillion price tag, which has now been reduced to $1.75 trillion. Manchin and other moderates object to some specific measures in the bill, including social spending plans and proposals to tackle climate change.
The House voted on a procedural motion regarding the Build Back Better Act shortly after midnight on Friday by 221-213. This will allow a final vote on the reconciliation bill to take place in the week of November 15.
The votes took place after a deal was reached for progressives to support the bipartisan package and for moderates to agree to back the Build Back Better Act if an official estimate from the Congressional Budget Office (CBO) aligns with the cost projected by the White House.
In a statement issued following the vote on Friday, President Biden said he was looking forward to signing both bills and said that the Build Back Better Act is “fully paid for.”
“The Build Back Better Act will be a once-in-a-generation investment in our people,” Biden’s statement said. “It will lower bills for healthcare, child care, elder care, prescription drugs, and preschool. And middle-class families get a tax cut.”
“This bill is also fiscally responsible, fully paid for, and doesn’t raise the deficit. It does so by making sure the wealthiest Americans and biggest corporations begin to pay their fair share and doesn’t raise taxes a single cent on anyone making less than $400,000 per year,” he said.
