Luis Leon, an 82-year-old grandfather and torture survivor, walked into a Philadelphia immigration office to replace a lost green card. He never walked out.
What was supposed to be a routine appointment turned into a two-month nightmare for his family—one that ended with the shocking discovery that Leon had been secretly deported by ICE and was recovering alone in a hospital in Guatemala.
His crime? Losing a green card.
Leon’s wife, who accompanied him to the office, says she was detained separately for over 10 hours and then released without explanation. For weeks, the family desperately called detention centers, hospitals—even morgues—searching for answers.
Then came the call that shattered them.
“A man told us Luis had died in custody,” said Nataly Leon, his granddaughter. “No name, no badge number, just—‘He’s dead.’ And then he hung up.”
The family grieved. But they kept searching.
Nearly eight weeks later, they learned the truth: Leon wasn’t dead. He’d been deported without warning and was found sick and disoriented in a Guatemalan hospital—despite being a Chilean national and legal U.S. resident since 1987.
“This isn’t just a mistake. It’s cruelty,” said Nataly, who flew to be by her grandfather’s side. “They disappeared him.”
Leon fled Chile under Augusto Pinochet’s dictatorship nearly four decades ago. He was granted political asylum after being tortured by the regime. He never committed a crime in the U.S.—not even a parking ticket, according to his family.
“They snatched an old man with a clean record who had survived state violence before—and did it again, right here in America,” said Philadelphia-based immigration attorney Camila Rivera. “This is not immigration enforcement. This is state-sponsored abuse.”
The ordeal underscores what critics call an increasingly brutal immigration crackdown under President Donald Trump’s second term.
Under White House Deputy Chief of Staff Stephen Miller’s direction, ICE has been ordered to hit daily deportation quotas of 3,000 people—regardless of criminal history. Advocacy groups say the pressure has led to a spike in wrongful detentions, rushed deportations, and cases like Leon’s.
In fact, according to new ICE data, 72% of people held in immigration detention this year had no criminal convictions at all.
“They’re not going after criminals,” said Democratic Rep. Alexandria Ocasio-Cortez. “They’re going after the vulnerable—the elderly, the poor, the refugees.”
This isn’t the first time ICE has come under fire for allegedly disappearing detainees or misleading families.
In 2023, a Georgia mother sued the agency after being falsely told her husband had ‘self-deported’—only to learn he was in solitary confinement in a Louisiana facility. In 2024, three women reported being separated from their children at processing centers in Texas without any records of transfer.
“This is not an isolated incident,” said ACLU spokesperson Maria Delgado. “It’s part of a pattern of chaos and cruelty driven by political pressure.”
ICE has yet to comment on Leon’s case. The Department of Homeland Security has also remained silent.
Meanwhile, Leon remains hospitalized in Guatemala, miles from the country where he built a life, raised a family, and once believed he’d found safety.
“He came here to escape dictatorship,” said Nataly. “Now, he’s being treated like a criminal by the country that once promised to protect him.”

I’m 86. I too can die any moment. I still drive and live a very normal life. Grandpa did not die because he was DEPORTED!!!. His time was up and he died: R.I.P. Pease do not capital out of his death??? A child, young person, old person can die: Our country is made up very intelligent people but there can be a few idiots too!
